Saudi Arabia: Festival of Reforms
- The pursuit of social reforms is a key element of Saudi Arabia’s Vision 2030 Initiative aimed at diversifying the country’s economy. At the heart of this Initiative lies an evolutionary social engineering effort to manage and regulate the future development of Saudi Arabia.
In a remarkable shift from the norm, the oil-rich nation of Saudi Arabia is undergoing a social transformation of a kind never experienced in the country’s 93 years of existence. This ongoing social transformation commenced effectively with the implementation of the Vision 2030 initiative by the Saudi Arabian government. Deeply rooted in the nation’s rich cultural heritage and strategic advantages, this initiative aims to steer the country toward a more open, diversified, and innovative economy, one filled with opportunities for Saudi citizens.
Remarkably, the Vision 2030 initiative has created new opportunities for large-scale music festivals as public spaces for self-expression and interaction among the young population of Saudi Arabia. In a nation where issues like public display of affection (PDA) are generally frowned upon, these music festivals have seen noticeable relaxation of traditional social behaviour regarding mixed-gender public events. However, public display of affection remains officially prohibited by the public decency law, and it is generally considered unacceptable within Saudi society, particularly for unmarried individuals.
Major music festivals like the nation’s largest electronic and pop festival in the capital city of Riyadh, MDLBEAST Soundstorm, which features global music stars and celebrities, as well as AZIMUTH in Al Ula in the Medina province, and the Al Qadsiah Festival in Khobar, in the eastern region, are all part of Saudi Arabia’s booming entertainment environment. These music and cultural festivals have become mixed-gender venues for young Saudi nationals to dance publicly, interact with each other, and explore self-expression in ways that were previously unacceptable.
The General Entertainment Authority is the agency charged with the development and regulation of Saudi Arabia’s entertainment industry. It works to promote the involvement of the private sector in building and expanding Saudi Arabia’s entertainment environment toward the achievement of the goals of the Vision 2030 initiative. In pursuit of its objectives, the agency has so far issued 6,760 entertainment licenses and has recorded about 1,810 entertainment events with over 76.9 million attendees, according to available information on the agency's website.
The agency collaborates extensively with MDLBEAST, particularly through events like the MDLBEAST Soundstorm festival, which started with the establishment of the agency and the subsequent opening up of the public events space in the country. Attendees at these music festivals sometimes engage in some self-expressive behaviours that tend to push the boundaries of acceptable traditional norms.
Saudi Arabia’s entertainment industry continues to show rapid growth potential with an increasing number of events, millions of attendees, as well as the increasing number of entertainment companies. The sector has become a major economic diversification pillar with significant investment, job creation, and global recognition. It is helping to reshape the country’s socio-economic landscape.
